Clean Cooking Energy for All in Nigeria – Advancing Public-Private Partnerships

Nigeria ratified the United Nations Framework Convention on Climate Change (UNFCCC), the Kyoto Protocol and the Paris Agreement in 1994, 2004 and 2017, respectively. By signing the Paris Agreement, Nigeria committed itself to reducing its Greenhouse Gas (GHG) emissions unconditionally by 20% and conditionally by 47% by 2030; and net zero by 2060. Nigeria is geared towards fulfilling its climate promise through the revised Nationally Determined Contributions (NDC) target of achieving 48% of the population (28.8million households) using liquefied petroleum gas (LPG) and 13% (7.3million households) using improved cookstoves by 2030; and eliminating the use of kerosene lighting by 2030.

To deepen the use of LPG, the Federal Government of Nigeria approved the establishment of Nigeria Gas Flare Commercialization to end flaring, and the National LPG Expansion Implementation Plan. The Nigerian Energy Transition Plan (ETP) also approved estimates that submits that over 175 million Nigerians lack access to clean cooking solutions with consequences to gender, health and the environment. To achieve national climate and development goals, the country cannot continue to undervalue and underfund one of the most effective, attainable, cross-cutting solutions – achieving clean cooking energy for all. We must radically transform our current approaches, working collectively across the entire clean cooking ecosystem to prioritize and integrate clean cooking into national energy and climate plans, establish enabling policy environments, unlock significant funding and financing, create robust clean cooking markets and deliver affordable solutions to even the most vulnerable and hardest to reach communities. Making these solutions work will require a coordinated approach across the entire clean cooking sector, with a role for every actor – governments, donors, finance institutions, the private sector and civil society.

The Nigeria Clean Cooking Forum is an important, annual gathering of stakeholders working to accelerate the production, dissemination, and use of cleaner, more efficient cookstoves and fuels. The current relationship between public and private partners in the clean cooking industry needs to be strengthened. The private sector in the clean cooking industry requires interventions to enhance value chain development, balanced product supply and demand, technology innovations and knowledge transfer for a seamless transition to carbon-neutral cooking. Both LPG, biofuel, methanol and energy-efficient cookstoves serve important segments of the required cooking-energy transition as they provide a bridge to a carbon-neutral cooking future where electricity and renewable energy will meet the nation’s cooking-energy needs in the long term. This will strengthen the actions of the Federal Government of Nigeria towards achieving the SDG 7 goal of affordable and clean energy, as well as SDG 9 and SDG 17.

The two-day Forum brings together key policymakers, private sector leaders, research institutions, civil society stakeholders and international partners to support an enabling environment to expand access to clean cooking, strengthen supply and enhance demand; as well as create new jobs and social inclusion through the availability of affordable clean cooking solutions to the poor and most vulnerable. The Forum will take stock of current status of clean cooking activities in the country especially at the state level; discuss how to leverage on carbon financing to expand access to clean cooking solutions, promote public private partnership on clean cooking as well as in humanitarian settings. Exhibition of clean cooking technologies and fuels will take place concurrently with discussions. B2B networking opportunities will also be promoted as the forum organisers will provide support for the development of partnership between key stakeholders’.
