The Nigerian Alliance for Clean Cookstoves will build a public-private partnership to introduce 10 million fuel-efficient stoves to Nigerian homes and institutions by 2021.

Advisory Board
The Nigerian Alliance for Clean Cookstoves will be governed by an Advisory Board that is made up of top representatives of government from the energy, health, finance and environment sectors, as well as the international community, NGO community, among others. The Advisory Board’s purpose is to guide the Nigerian Alliance for Clean Cookstoves in all matters, including decisions related to its mission, programmatic focus, policies, funding, and growth.
Members of the Partnership Board are expected to bring a range of outside perspectives and experiences to help inform and enhance the Alliance’s strategic decision-making and implementation of its projects and programs.
While it is advisory, as with any Board of Directors, major actions and decisions of the Nigerian Alliance, including its significant initiatives, matters of governance, the nomination of additional Board members, organization, and budget, will be shared with the Advisory Board in a manner designed to allow discussion, comment, and serious input by the Board members.
The Silent Energy Crisis: Nigeria – going up in smoke
Traditional cooking methods are a health risk, they cause deforestation and climate change, and they are unnecessarily expensive to some of the world’s poorest people.
90 million Nigerians, and almost all public institutions, cook with wood on the traditional “three-stone fire”.
Deadly smoke – Cooking smoke causes 95,300 deaths in Nigeria annually. For those who survive the smoke there are serious health problems. For children born to women who are exposed during pregnancy the risks are low birth weight, impaired mental abilities and birth defects. Nigeria experiences the highest number of smoke-related deaths in Africa; after Malaria and HIV/AIDS it is the biggest killer.
Poverty – 102 million Nigerians live in poverty, a ¼ of Africa’s extreme poor. The traditional cooking method is expensive, burning up to 90% more wood than is necessary and costing poor families money that could be put to better use on education, health and nutrition.
Climate Crisis – In Nigeria deforestation is happening at an alarming rate; the use of wood as fuel is a major cause. Carbon Dioxide emissions from millions of cooking fires are contributing to greenhouse gases. Desertification, caused in part by deforestation, is contributing to poverty by forcing groups from ancestral lands in search of fertile pastures. This movement of people has resulted in violent ethnic disputes.
Why haven’t the impacts of cookstove smoke received more attention?
Exposure to harmful cooking smoke has overtime received little or no funding and research attention as compared to other risk factors like malaria and HIV/AIDS. According the World Health Organization, 95,300 deaths occur annually as a result of indoor air pollution from smoke inhalation. This is the third largest killer after Malaria and HIV/AIDS. This lack of attention derives from several reasons:
- Lack of awareness among the affected population, government and donor community about the harmful impacts of indoor air pollution and the corresponding benefits of clean cookstoves;
- Inadequate research on the health, economic and environmental impacts of using traditional three-stone cookstoves;
- The lack of knowledge about affordable, advanced solutions that demonstrate clear benefits; and
- Absence of monitoring and evaluation of stoves programs.
Why is the timing right for the Nigerian Alliance?
Recent trends in household and institutional cooking fuels have brought about the need for the Alliance. Government policies overtime seeks to promote a shift in cooking fuel from fuelwood to electricity. However, instead of climbing up the energy ladder, more Nigerians are climbing down. Recent trends in household energy consumption show that in the last couple of years, the percentage of Nigerians adopting traditional three-stone cooking methods has risen beyond previous years. The Nigerian Alliance is coming at the right time to reduce the number of households using traditional cooking methods.
The Solution – The Nigerian Alliance for Clean Cookstoves
Clean cookstoves save lives, money and our forests. So why doesn’t everyone have one?
A market failure – Despite the many benefits of clean cookstoves the market to supply them is undeveloped. This stems from both policy and market failures: a lack of education about the benefits of clean cookstoves, weak government policies, poor stove quality and insufficient access to finance.
The Plan
The Nigerian Alliance for Clean Cookstoves will build a public-private partnership to introduce 10 million fuel-efficient stoves to Nigerian homes and institutions by 2020.
Here’s how….
- Policy: Work with the Federal Government of Nigeria to develop policies to support the clean cookstove market.
- Quality Certification: Work with research centres, stove companies and the Standard Organisation of Nigeria to ensure that only high quality clean stoves are certified for the Nigerian market.
- Financing: Structure finance models so that Nigerians can afford to buy a clean cookstoves: microfinance; carbon finance; and corporate social responsibility finance.
- Advocacy: Communicate the value of fuel-efficient stoves at the grassroots. The alliance will work with the international clean cookstove community to take Nigeria’s lessons worldwide.
The Nigerian Alliance for Clean Cookstoves has been formed to understand why the fuel-efficient stove market is not working, and to solve it.
NACC Activities
Background
Approximately 127 million people and more than 24 million households cook with inefficiently open fires in Nigeria. Open fire cooking method is a silent killer causing over 78,000 deaths in Nigeria annually. Nigeria records the highest number of smoke-related deaths in Africa. Smoke-related deaths kill more Nigerians than Malaria and HIV/AIDS. The lack of access to clean cooking is Nigeria’s silent energy crisis.
Despite significant energy resource endowment, only 1 in 10 households in Nigeria cook with clean cooking energy sources and technologies, such as electricity, LPG, or improved biomass stoves. Dirty cooking is a big issue that is yet to be given due practical attention.
The widespread use of fuelwood for cooking in traditional three-stone stoves contributes to the loss of nearly 400,000 hectares of forests annually. Emissions from residential cooking represent about 55 million metric tonnes of CO2e and about 700,000 metric tonnes of PM2.5 emissions. Nigeria is eight (8) years away from the SEforAll target on clean cooking. Nigeria has only reached some 13-15% of the population with clean cooking.
Efficient and Clean Cookstoves are the solutions to the problem above. They save lives, empower communities, improve health, combat climate change, etc. Despite the benefits of clean cooking, the clean cooking sector is still bedeviled by a weak supply chain for both LPG and improved clean cooking stoves, inadequate demand especially at the poorest segment of the cooking energy market, increasing poverty levels, discouraging policy and institutional landscape evidenced by the government’s poor commitment to implementing policies that encourage private sector investment in the clean cooking sector.
The Nigerian Alliance for Clean Cooking is a public-private partnership that facilitates the growth of the clean cooking industry in Nigeria. The Nigerian Alliance seeks to expand access to clean cooking in Nigeria to save lives, empower women and communities, improve health, and combat climate change.
The Nigerian Alliance seeks to achieve these outcomes through the following activities:
Foster an Enabling Environment: The Alliance engages with policymakers and other stakeholders to facilitate a policy landscape that is supportive of a thriving clean cooking energy market. It also works with research centers, stove companies, and the Standard Organization of Nigeria to ensure the development and enforcement of stove standards.
Strengthen Supply: Create innovative distribution and financing models to strengthen the supply chain and build the capacity of local producers; and
Enhance Demand: Understand and motivate potential users, develop appropriate technology, and provide consumer finance. Communicate the value of fuel-efficient and clean cookstoves at all levels.
The continuous advocacy of the Nigerian Alliance for Clean Cooking and its alignment with the government’s emission reduction commitment has led to the inclusion of clean cooking as part of Nigeria’s NDC priority sectors, the development of a draft national clean cooking policy and the sustained conversation through various platforms on clean cooking sector growth.
Goal
By December 2023, the Nigerian Alliance for Clean Cooking seeks to enhance the production, dissemination, and usage of 2 million clean and efficient cookstoves and fuel and facilitate a legislative framework for the promotion of clean cooking in Nigeria.
Specific targets are to:
- Facilitate the development of a legislative framework for the promotion of clean cooking in Nigeria
- Implement standards for biomass cookstoves
- Grow the volume of LPG and Liquid biofuel sold by partners
- Facilitate an inclusive dissemination of 2 million clean and efficient cookstoves
Fostering an Enabling Environment
- Follow-up on outcomes of Nigeria Clean Cooking Forum 2022. The Nigerian Alliance will follow up on the activities below:
- Support the development of an implementation plan/strategy for the draft National Clean Cooking Policy
- Advocate for more state government to support and invest in clean cooking
- Initiate discussion of how a holistic data collection system can be established for the sector
- Initiate discussions with financial institutions so as to ensure adequate funding for manufacturers, distributors, and consumers.
- Support the Presentation of a Draft National Clean Cooking Policy to NASS and FEC: The Nigerian Alliance will support advocacy towards presenting the draft National Clean Cooking Policy to the National Assembly (NASS) and Federal Executive Council (FEC) for approval.
- Support the Development of a Legislative Framework for the National Assembly: The Alliance will support the process of drafting a clean cooking bill in Nigeria.
- Nigeria Clean Cooking Forum 2023: A two-day Clean Cooking Forum will be held in 2023 to consult and commit key stakeholders to the goal of Clean Cooking Energy for All in Nigeria and support the legislative process for the promotion of clean cooking in Nigeria.
- Establish a Private Sector Council on Clean Cooking: The Nigerian Alliance will work together with key stakeholders to convene a private sector council on clean cooking. The council will include key private sectors who will pledge their commitment to clean cooking solutions. The Nigerian Alliance will also solicit for their Corporate Social Responsibility (CSR) resources to support energy access for those at the Bottom of the Pyramid (BoP).
- Support the Development of an Implementation Plan for Biomass Standards: The Nigerian Alliance will work with the Standards Organisation of Nigeria and other key stakeholders to develop an implementation plan for the approved biomass standards.
- Meetings: Hold quarterly meetings with partners, steering committee meetings, executive meetings, and field visits to partners to have firsthand information about their activities, understand their challenges, and advice on the way forward.
Strengthen Supply
- Facilitate the provision of small grants for cookstoves/fuels enterprises: The Nigerian Alliance will facilitate the provision of small grants for small cookstoves enterprises and monitor the implementation of the grant. The award will be given to 5 cookstoves entrepreneurs. The grant will be awarded to efficient and clean cookstoves enterprises that have a stand-out business plan. This will be similar to the Youth Enterprises with Innovation (YouWin) in Nigeria program and the focus will be on local production.
- Conduct entrepreneurship training on clean cookstoves/fuel: The Nigerian Alliance will conduct 3 entrepreneurship training in the country on producing and marketing efficient cookstoves.
- Kick-start the Launch of a National Carbon Financing Programme: The Nigerian Alliance will start the process of launching a national carbon financing program that will support the growth of the clean cooking industries.
Enhance Demand
- Produce a short documentary: The Nigerian Alliance will produce a short documentary on the progress and challenges in the clean cooking sector. At least 6 partners of Nigeria Alliance for Clean Cooking will be showcased in the documentary.
- Raise awareness of the National Clean Cooking Policy to all stakeholders – Print fliers, etc.
- Launch awareness campaign: The Nigerian Alliance will engage the services of a Behavioural Change Communication consultant to develop a communication/public awareness strategy, a workshop will be organized to validate the strategy and finally a public awareness campaign will be launched in 2nd quarter of 2023. The public awareness campaign will be done in partnership with a media organization and the short documentary produced will be used to aid the campaign.
- Publication of Online Newsletter: The Nigerian Alliance will continue to publish its monthly newsletter to provide relevant information and aid awareness on clean cooking solutions in the country.
Partner of the Month - FONBOL ENERGY SERVICES NIG LTD
FONBOL Energy Services Nigeria Limited is a renewable energy products distribution company advocating and promoting access/adoption to clean electricity, fuel efficient and improved cooking stoves, and promoting WHO certified drinking water filter/purifier for the poorest as well as advocating for Open Defecation Free (ODF) for most vulnerable people.
The company was registered as a private limited organization and incorporated/licensed on the 29th August, 2017 but became operational in 2019 to advance clean cooking advocacy, tackle energy poverty, promote access to clean/efficient fuels, and to support efforts towards achieving the SDGs 6 & 7
What does your organization seek to achieve in Nigeria's cooking energy market?
The organisation seeks to invest in and distribute clean cooking stoves for the poorest and most vulnerable in Nigeria. To actively participate in the Fuel Efficient and Clean Cookstoves value chain. FONBOL Energy is expected to contribute to the following objectives in Nigeria:
Access to clean cooking technologies in communities;
Improve the health of households in communities by reducing the respiratory risks due to the use of an inefficient cookstoves;
Reduce pressure on forests in communities by using improve cookstoves and less gender inequality
Improve the living conditions of women in communities.
To support the transition, adaptation of clean cooking and thereby contributing to SDG 1, 3, 5, 8, 10 and 13 in Nigeria.
